News Roundup: Rwanda, Gitmo, International Waters

Lawfare covers oral arguments in Al-Zahrani v. Rodriguez, a Guantanamo detainee case with an ATCA element.

Also from Lawfare, news that the Justice Department has asserted Head of State privilege for Rwandan President Paul Kagame in his ATCA suit over the death of former President Juvenal Habyarimana in 1994.  Here is the complaint.  Here is another article.

The Pump Handle, a public health blog, mentions ATCA in passing in an article about remedies for worker health and safety violations abroad and in international waters.  Helpfully, they note that “challenges” of using the statute are “considerable.”  I’ll say.
